Can you transfer from Private to Government Sectors?

I'm trying to find some information about transfering from the private sector to the government sector.
I've heard it's possible but can take a while. Apparently, universities prefer you to take a final exit rather than a transfer.
If it is possible then what is the procedure with certifcation of documents. Is it done here in Saudi and if so will they (like the Saudi Cultural Bureau in Washington) reject anything obtained via distance?

The procedure used to have to go through the Ministry of the Interior, and take ages , with no guarantee of success.
Things may have changed very recently.
