Hmmm... disagree with most of the comments above!!
If it is as simple as the employer not meeting his obligations re payments etc. then, particularly as a Westerner, you are in a STRONG position.
Find a lawyer online, negotiate no win = no fee, usually 10% to 15% of what you're claiming! Have all documents ready for initial meeting with lawyer. If you have a real case, lawyer takes documents to court and you get a case number. Take this number to the employer which gives a date and time he must appear in court. If he doesn't, you win! If he does appear and can not prove he has paid you, again, you win! Saudi courts very good on that! That's why the employer usually doesn't bother to show up! Also, claim the extra 10-15% for lawyer's fees plus stress, time and inconvenience etc.

However, it's highly doubtful the OP had even accepted an offer when he/she posted that broad question.
