The problem you have I believe JerkyBoy is your job offer is Beijing where they are known to apply their own rules strictly.
I was in the UK when my z visa was issued but as it happens the state permit sent to me in the UK said "present this permit....at the nearest Chinese Embassy or Consulate".
I also did not need to get my degree certificates notarized. I had to present the original when I arrived.
Also, Meten offered me a job in Shanghai, and they asked me did I want to get the z visa issued in London or Hong Kong. |

You can arrive on some other visa (i.e. tourist) but there is no guarantee your employer will the get you your residence permit. Best if you arrive on a z (or business). People get done over. |
