The problem you have I believe JerkyBoy is your job offer is Beijing where they are known to apply their own rules strictly.

I was in the UK when my z visa was issued but as it happens the state permit sent to me in the UK said "present this permit....at the nearest Chinese Embassy or Consulate".

I also did not need to get my degree certificates notarized. I had to present the original when I arrived.

Also, Meten offered me a job in Shanghai, and they asked me did I want to get the z visa issued in London or Hong Kong.

You can arrive on some other visa (i.e. tourist) but there is no guarantee your employer will the get you your residence permit. Best if you arrive on a z (or business). People get done over.
