How is this typically done in China? Via the Jobs board on this site or similar? Recruiters? Googling up universities and writing to them directly? TEFL conferences? Word of mouth?

All of the above I'd say.
Clearly, responding to an ad placed by a school is preferable. This is the low period but there should be more activity Nov/Dec for the Spring Semester in Feb 2017.
Listing yourself on seriousteachers.com would be a good start.

Do many unis post openings? If so, where do they typically post? Are the quality of unis that post somewhat suspect (requiring them to post because not too many want to work for them)?

It's too big a subject to state categorically the route used by unis.
Vacancies are usually on their websites though.
There are lists of unis and once you have your scanned documents you might as well start a bit of missionary selling direct.
You need these scanned items to list on serious - web is here:

Another route to uni names and websites is Wikipedia.
If you have a specific city in mind bring up the entry on Wiki.
Run down the sidebar to 'Education'. This will open to the names of public tertiaries.
Some have the website but others you'll have to Google.
Once on the actual website - assuming it's English - look for links to International or Vacancies.
Cobble up a standard enquiry email and off you go.

I used the site to find universities that might be looking and then started sending out emails with my scanned documents.

If you want a good idea of what types of teaching jobs are out there and the salaries paid in the different provinces, check out abroadchina.com.

This will give you a realistic idea of the common range of salaries offered. It doesn't include many international schools or upper tier universities, but it will give you an idea of the typical remuneration packages being offered.

I advise that you also look into Dave's ESL Cafe job board as well as esljobs.com. At the latter, you subscribe to receive announcements of openings . From them you may ask for contracts to examine. The more contracts that you read (whether you actually intend to accept them or not) the better informed you will be.

Do your homework, ask many questions on many ESL forums, and take your time making a decision.

If you rush, may well be scrod.
