New Policy Of Foreigner Work Permit
On September 27th 2016, State Administration of Foreign Experts Affairs P.R. China has issued Foreigners in China Work Permit System Pilot Implementation Plan. This Implementation Plan follows a graded management to foreign workers in China. Before the reform, China has been carrying out two kinds of management systems: foreign expert management and foreign employment management.
TWO LICENSES INTO ONE
Alien Experts License and Alien Employment License become Foreigners Work Permit Notice, while Alien Experts Employment Permit and Alien Employment Permit become Foreigners Work Permit. Now the expert license has been cancelled. The old license is still effective during the effective date.
PILOT
The Implementation Plan is still under test from October 2016 to March 2017 in Beijing, Shanghai, Guangdong, Tianjin, Hebei, Anhui, Shandong, Sichuan, Yunnan, Ningxia. Since April 1st 2017, the Implementation Plan comes into force nationwide officially.
THREE CLASSES
Under the new policy, the expert license has been abolished, however, the foreigners are classified into three classes, class A for high-level talents, class B for normal employees and class C for others. Chinese government encourages top-level talents to work in China, which is classified in Class A, without quantitative limitation. For class B, the quantity shall be controlled by marketing requirements. For class C, it shall strictly implement quota management. It is expected that it will be more difficult for foreign ordinary workers to work in China.
HOW TO DEFINE CLASS
There are two ways to define class: Fixed Standard and Points-based.
On account of Points-based, according to the scoring items, if you get 85 points or above, you are assigned in class A. If the points are 60 or higher, you are assigned in class B. The scoring items include annual salary, education degree, Chinese level, age, working year, work place, etc.
Fixed Standard rules many conditions for each class. For example, if you won a Nobel Prize or are academician, you are absolutely assigned in class A. The foreign language teaching staff belongs to class B.
APPLICATION PROCEDURE
Employer shall apply online first, after 5 working days, if it passes the pre-qualification, the employer can print the Foreigners Work Permit Notice online. With this Notice, the employer may apply for an invitation to let the employee to obtain the visa to enter into China. The employee shall apply the Foreigners Work Permit within 15 days since you arrive in China.
For class A, all the procedures can be completed online and without submitting paper materials. Besides, foreigner who belongs to class A only needs to submit commitment letter to guarantee that he/she has no criminal record without no criminal record certificate issued by government department. |

Such a joke. I waited the whole of November, and am still waiting. How have others found the system? Who has one of these permits? |

The three-class system has been in the news for months now. There have been some reported tables showing how it's calculated but nothing that's been verified as genuine, just rumours or leaked documents. |

I read about the three-class scheme here on Dave's. I don't speak or understand enough Chinese to watch TV or listen to the radio or to read Chinese newspapers. I'll have to talk to my FAO when she graces the campus with her presence.
My point is that the article gives the usual Chinese fuzzy explanation of almost everything. My comment wasn't a shot at the OP. |

OBPWAT: wasn't taken that way..... seems like any admin changes ... the info comes in stages...the last part about the computer entry is one piece of info I had not seen before so I posted...I also read that in the future z visa holders will have expedited lines in immigration ... |

I do but can't apply to my local visa application centre who laughed when I turned up with the new permit. Now need to post my app to London.. Even my school were not entirely sure about the new process. Also my school didn't realise with new permit you still need the duly authorised letter of invitation. Oh I have a class B permit in case anyone is wondering. Also in terms of waiting I found it quite quick once I had the medical check, certified degree and background check which was sent to the British legalisation office then sent to the Chinese consulate. Once the school had the documents I got the permit like 10 days later roughly |

So your standard English teacher-in a College, a training centre, or a school-is now classified as a 2nd class Foreign Expert? Honestly, with all the shennanigans about changes to regulations and rules for obtaining the Z visa etc-who wants to come here anymore? Unless you've got no choice... |

If you aren't married to a Chinese person or not fluent (allowing you to do other jobs) why should you be "top" foreign expert? Just because you know English? I think their classification system is fair. |

How does being married to a 'chinese person' qualify you as a 'top ' foreign expert? How does being fluent [in Chinese I presume] make you a 'top' foreign expert? Why do people need to be classified at all.....? |
