Perhaps most of the world, but ALL of the Gulf. Always been true, but only Saudi and Qatar require exit visas in this area.

Well, (returning to the topic of discussion), It appears that getting the muqueem/iquama can be a bit complex. If this site is correct, there are a few ways that a dissatisfied new arrival might throw a monkey wrench into the cogs:

The easiest way would appear to be to delay or decline getting the physical in KSA. The passport for the employee also appears to be required, so not releasing that would frustrate the process as well. The fact that the employer is required to actually pay money, and the typical slowness of Saudi administration, can slow things down. However, with a single entry work visa, the employer OWNS the employee. It is not possible to get out without a final exit visa.

Nepal and Uzbekistan also require exit visas....Thanks all for your useful comments to the topic.

Exit Visas were S.O.P. for all resident foreigners except diplomatic personnel in what was the Socialist Bloc. I remember frequent frank and friendly discussions with the comrades running the local office of the Ministry of the Interior in Bulgaria !
