Ok, I did the search and nothing came up for "who do I pay" for drivers license.
I know that the fee can be paid thru SADAD payment system. However, there are so many options, I want to be positive I am making the right payment to the right department.
Is it Ministry of Transportation? I looked there and I got airlines and rail transport.
Do I look in "Government services"?? SADAD has more wrong turns than any user interface I've seen. I'm going to use Dallah driving school.
I've got the driver license translated but I need to get the blood test & eye exam. They say the applicaation process is no big deal, but it's quite a pain to get all these papers together and make that 6 am trip to the school. |

From your post, I'm presuming you're converting a license to a Saudi license. And you're going to Dallah just off the northern ring road in Riyadh.
Before you used to pay at the centre, depending on how many years you wanted. If you have the license already you can pay online in advance through Absher.
Tbh, just go to the place, find an office outside, give them money, and they will walk you through everything. Costs about 20 SAR on top of the actual cost.
It could take four hours, it may take less. |

The Riyad bank interface is better for paying driver licenses than Saudi Investment Bank. I paid 80SAR for a 2 year license. I have no plans to drive in Qassim, but if I want to rent a car in Dubai, it would be good to study the signs & become familiar w/ rules of the road in the Gulf.
I'm getting to know Riyadh better with Uber taking me to places around the city. The traffic construction is mind boggling and the shortest distance between 2 points is a cube. |

It's a massive pain doing it all by yourself. I did my license exchange at the same place and it was all made so much easier by paying some geeza I found a bit of change to put everything together. |

I imagine your going to see construction shutting down pretty soon with all the rubble remaining strewed all over the place. Their cash cow has run cheap. |
