Found this interesting as it was written from the point of view of one of the foreign residents..

For years you could ignore zoning and licences laws cause they were not enforced. The lack of regulation enforcement made for a situation where as an individual could carve a living out of selling whatever, or foreigner own places could become a place of after work recreation, however those days in China and especially Beijing is over. The ability to get by in gray areas are disappearing day by day, brick by brick.

The so-called "good times" in China wont last forever. South Korea was the same in the 90's and for a little bit into the new millennium but then restrictions and that freer kind of spirit/life came crashing down and unfortunately it may never return.

The thing with the good times being over is that there are times things seem good, but they almost all require some form of alteration.

For instance, the internet for me is almost unusable without a VPN.

Jobs almost all never pay what I'm happy with and so I work part time doing extra work.

I think if they started seriously clamping down on part time work I'd have to leave.

While a VPN may be the window to the world as we know it.... most aspects of improving life in China now requires a legitimate and perhaps legal effort. Indeed the wild times are gone, much like the ability to drive without a license it has been swept under the rug of rule of law and the requirement of foreigners to now obey regulations does dampen spirits. However, the adherence to the regs and the ways of the newly reformed china does have its upside... years ago I went legal .. bought legal bikes and number plates that are now worth mega RMB's which will ensure when I leave I will have a nice stash of cash to enjoy my departure... when ever that is ..
I dint morn the lose of expat places or the bricking up of migrant noodle joints as I rarely patronized either but am looking forward to the city of Beijing vacating many who now reside as it will free up the roadway of careening scooters and eliminate some of the rude loud behavior of these folks... and yeah I know they are just trying to make a living.. but honestly I will be more than overjoyed if they all leave....well I do have a caveat...I do wish i could keep my housekeeper, who has been with me for perhaps 11 or 12 years as she is a migrant who sees the writing on the wall... and has predicted that there would no longer be affordable housing ...

But over half the Chinese I know with a license just bought it.

What's the point of enforcing laws if people can just cheat round them anyway? Especially if it's detrimental to other people i.e. less safe on the roads?

Not my experience, in fact .. I cant think of anyone who bought a license and most paid the high price for the Jing A tag now round 100-135K (come to think of it.. if you pay say 350K for a bike and another 100K for a tag, you would be concerned of losing the bike due to confiscation which is motivating to have a real D.L. ...there are those who drive illegally, many are the migrants and so if Beijing chases them off they will go home to negotiate those wide a** country turns / not many foreigners ride drive without licenses ... now as the punishment is pretty stiff (possible deportation)...in the past most of the buy license were always a scam.. you license would show up in the computer for a few weeks then disappear. Now the a nationwide check being available... a fake one will surely be caught. When I cross province boarders there are checks.. and they can do them pretty quick if on line and if not.. they just make a phone cal to HQ.

I reckon you could say that bout anyplace, especially as to cell phone laws.... but I wouldn't take what your friends told you as gospel. U make an assumption that with proper D.L. the roadways are safer, I wish that were true but likely it is greed and time schedules that make the roadways less safe. Many times it is the unequal enforcement of highway regs.

Whats the point of enforcing laws if people cheat round them .. in some cases it is civil disobedience ... and although I was not for the legalization of pot, the usage of it and the breaking of laws likely led to regulation of the substance instead of a ban. As to D.L.'s and the ability to buy them ..maybe they will work in Thailand but unlikely they will work on the mainland, years ago .. yeah ... years ago my friend would always use "John Holmes" but for the most part assuming a fake name on a D.L has peter'd out....

No.

The Chinese test is a joke anyway and then if you let people just buy their license [happened alot before say 2014, less now but still possible], you essentially have people who have no idea what they are doing driving huge machines.

You're saying a country, say the UK where only 1/3 pass the test the first time, has less driving standards and is therefore equally as unsafe as China? Joker.
