Why just drop English tests? Why not just drop the whole course and let students buy the degree?

You may not fully understand the article. This sentence is the key. The MOE used to sponsor universities based on the demonstrated English proficiency of a university's students. They don't do this anymore so NCCU has dropped the requirement.
