As the province (autonomous region) I've been working in for the past few years has put a halt on allowing foreign residents to work or study here, I've been looking for new schools. One lead claims that new regulations require all applicants to return home to apply for a new working visa. Apparently residence permits can only be transferred from one school to another in the same province. Is this true? |

As of last year no. I was unlucky in that I could not do the transfer in time. |

Here's the situation I've found so far:
1. Xinjiang is not accepting any new visas or residence permits for foreign teachers or students at this time.
2. Qinghai cannot transfer residence permits from other provinces. They require the applicant to go back home and start everything from scratch. |

3. Ningxia also requires applicants to go home and start over.
4. Gansu can still transfer residence permits.
Nobody else has any insights to share? |
