Apparently, the new director of our local PSB objects to the use of notarized copies of documents that then get apostilled/foreign ministry authenticated, and then stamped by the Chinese embassy.
However, from what I know, ALL a notary can do is certify something as a true copy. If you want to authenticate/apostille an original and then have it stamped, a notary can't stamp it as well. He can't do anything with an original. He isn't a magic document certifying machine.
Do I have anything wrong here? |

Yeah. That jibes with what I'm saying. If you give an original diploma to a notary, I'm not reading anything they can do with it. They can't witness your signature. They can't certify it as a copy. It's not an affidavit. |

That's the function of the originator or source of your diploma, which is your university registrar and not a notary.
Per the second link in my post, Authentication of diplomas and transcripts:
