I am currently in the process of starting a Hong Kong chapter of a well known literacy project. There are a number of things that need to be done to begin the process and I am wondering if anyone could give me some useful information regarding where i should go to identify the organization as non-profit in order to get tax exemption. Curious if anyone has coordinated a non-profit organization and could be of some help. Also, any creative ways to recruit volunteers in a busy city like hong kong???

I think you need to get some form from the Inland Revenue service in Wan Chi. They should have some guidlines too.

A lot of the paperwork will be stuff like the charter, members of the board, and I think there is a delay of 1 year while they review your accounts.

I am currently working on a Lit. Programme, but am under a confidentility agreement for the moment.
So I can't bore you all to death with details about it yet, but when it is lifted will probably rant on about it here.
