True enough and a problem that the government needed to address a long time ago.
Criminals in the education field in Taiwan are not limited to a small percentage of foreign teachers. Many school owners, operators and even adminstrators on Taiwan are convicted criminals, many with strong ties to local organized crime. The local Ministry of Education is all to aware of this and may actually encourage it.
One of the major reasons Taiwan's education system is so poor.
