The following site is full of interesting information:

http://www.debito.org/

In particular, the following is on what you can legally do to protect yourself if the police decide to spot-check your Gaijin Card. I have no idea as to the veracity!

There is also a review of Ivan Halls 'cartels of the mind', a book I thoroughly enjoyed

I have never once had my ARC checked. But, a friend of mine whose ancestry is Pakistani but who was born and raised in New Jersey gets checked almost twice a month randomly, and this is usually in our own neighborhood.

As far as fingerprinting, they are following in the footsteps of the US. I disagree with what both countries are doing, but I don't have anything to hide, so fair play.

Sounds like they want to fingerprint all foreigners entering Japan. I don't the US does that, only selected countries they don't trust. Korea fingerprints (or used to) all foreigners on work visas. First and only time I've had it done, kind of a degrading feeling really.

As bad as it sounds in Japan, here in Korea, things have gotten a lot worse. Thanks to my american "pals" in the military, with every incident between Koreans and soldiers, the government steps up security to protect Koreans against the soldiers, but really hurt residents' rights. Recently, it has become no issue to have to show your passport to a random police officer or even at the bank for a routine transaction (even if you have a residents' card). As far as equal privileges, you can through that out the window! I can't even sign up for an online music forum without having a Korean national as a supporter!
