How much you pay for your certificate depends on market forces (they tend to be more expensive in countries where things cost more, because people have more money), and the duration etc. of the certificate. Also, keep in mind that often training in one country is not recognized in another so it may be better to get training in an English-speaking country.

Depending on whether teaching ESL is something you want to do for a career or is something you just want to do for a few years after university, you could always look into going outside of Austin Texas, but still within the US in order to get training, or you could look into going to the University of Texas at Austin's College of Education and doing an MA in TESL http://www.edb.utexas.edu/coe/depts/ci/fle/index.html

I live in Argentina and I can tell you that the best moment to get a job as a teacher is February or late January. Classes here start mainly early March.
You would love argentine people because we are nice and friendly and we are very helpful with foreigners, at least that�s what most foreigners say. My husband, who is american, was scared to death to arrive in Buenos Aires his first time , he thought people were going to be very unfriendly, etc, quite the opposite, he really loves living here mainly because of the people . Don�t forget we also have very beautiful landscapes, and this is a very nice country to sightsee. If you come here visit Patagonia (in the south) , you have mountains, snow, icebergs, whales in August in Valdez Peninsula, lakes, etc...just wonderful. Don�t get stuck in Buenos Aires! Visit the rest and you will love it!
