Hi,
I am a writer living in Los Angeles, and I'm interested in teaching
English overseas. I am currently investigating two programs...
1) a TESOL certificate offered by Univ. of Calif. San Diego Extension, which has 200 hours of classwork and a 60 hour practicum, or...
2) a CELTA course, either in LA or San Francisco.
Any thoughts on which would be better for me, if I wish to teach
in Asia, Latin America or Africa?

In Africa (big place) no one has ever heard of CELTA. And there are few jobs in the Black Continent, unless you go through the Peace Corps.
Latin America is more US-oriented, so the University Cert from California would be okay.
Asia ? Big place. You mean Japan/Korea/China/Taiwan ? That is what N. Americans posting bere usually mean, although Asia is MUCH more than these 4. For these countries it would be okay to have either I guess.
