Is there a deal where if you are in Japan on a tourist visa and you want to change to another type that you have to FLY out of the country for a week while its processed in an overseas embassy? |
There is no such thing as a "tourist visa". You are here on your passport as a visitor/tourist, or you have a visa for various purposes.
There is a likelihood that you MIGHT have to fly out to a Japanese consulate (usually Seoul) to finalize paperwork for a work visa. For other types of visas, no.

Did the system change a few years ago so that you can now change over IN Japan. |
No. Certain places seem to do this more often than others, but there has been no blanket change that covers all of Japan. It is still a roll of the dice.

Do immigration always tell you all the possible options or only the basic info? |
What do you think? Ask a question, and they will tell you the answer if they have it. Not all answers are black and white, however. Plan on immigration volunteering every scrap of information that you need to know for your individual situation, and you are dreaming.

In general how have you found Japanese immigration officials? |
Wonderful. Helpful. Able to use a smidgin of English. Non-confrontational. But, then again, I go there with a tie and nice clothes on, am prepared for what questions I have to ask, do my best to ask in Japanese, and I don't argue if I don't understand. It's their country and their rules.
Others have had different experiencs, but they are not me, nor have they dealt with the same immigration officials. |
