When I went to Kyoto in April, the desk clerk asked to see our passport, but whe I told her that I lived in Fukuoka, she apologised and asked me to just write my address (and Romaji was sufficient) on the registration form. Classy place, though. Plenty of wealthy looking international tourists there.
