Does Singapore research former employers?

I have never worked in Singapore, but was wondering if anyone knows the de facto situation in regards to this question, whether the Ministry of Manpower investigates former employers even if you do not provide reference information on those employers. I noticed on the Employment Pass application that by signing you grant the government the right to contact anybody to verify anything. That seems like a pretty broad-sweeping power. So does anyone know if the government does attempt to check former employment?
