If a Japanese person wants to visit Canada and look for work are they able to enter the country on a tourist visa and then change their visa status from within Canada? A friend thinks she would have to return to Japan to be issued a work or student visa to be able to stay in Canada longer. I was under the impression that her visa status could be changed from within Canada or with a quick run to an office in the States and back. Thanks.

A tourist visa will and cannot be extended by "a quick run to the states".

Why doesn't she visit Canada on a WHV?

I thought tourist visas to Canada are valid for 6 months. That's a lot of time. I agree with moot, WHV is the easiest.

Actually I think the tourist visa for Japanese might only be good for 3 months. If your friend is under 30 WHV is definately the easier way. It's quite hard to get a working visa for Canada - you need a sponsor and very few places qualify since most jobs can be done by Canadians.
