Saudi Airlines Risk Insurance?

At KFUPM, one of my colleagues complained that his summer repatriation tickets, for his summer vacation, that the University purchases as part of our contracts, have a 700 Riyal "risk insurance" per person going to Australia.

I understand that he must pay Saudi Airlines this fee to recieve the tickets?
What is this for? Are all airlines requiring this out of Saudi Arabia?
Is this something new or a normal practice? Is it required on all Saudi airline routes?
Is there a way to recover this money, later if it is necessary to pay it?

Could it be a fuel surcharge? I got clobbered with a $100 fuel surcharge just to fly to Lanka.

Wait a minute!! Saudi Airlines is charging its customers a fuel surcharge?? For the petroleum product made from oil that they are overcharging for??

err... my first thought is that is chutzpah... but perhaps that isn't the proper word to use in the circumstance.

Hi,

I thought I'd mention this is also the case for the Australian Madinah University students. They are also being charged 700 riyals (their tickets are paid for by the university). Before they used to pay approx 50 riyals so it's a huge jump.

So it seems to be standard for anyone going to Australia for some reason?

I didn't think Australia was high risk?
