So what exactly does this mean for the teachers? It sounds like the same thing is happening around the world though, sort of a dumbing down of society i think, but i guess the beaurocrats (sp?) know best......

I thought the students always moved through the system. There is no point in failing them, they will move on to the next grade. As long as the university is getting the parents money they don't care how good the student is.

in western countries, its the students that are demanding higher grades than they deserve. i read an article on it recently (globe and mail from toronto i think) where they indicated that students were applying all kinds of pressure on profs to give As and Bs when Cs and Ds would be more appropriate. yeah, it is indeed the dumbing down of society. in china, it seems to be the opposite, school admin gives out the high grades that arent fully deserved, in canada and US, the students demand them.

One of the graduate students (albeit from Taiwan) here wants to go for his PhD. However, since he got a 4.0 GPA, he's afraid that any doctoral program he applies for will think that the MA program here is "too easy!"

Yes! It's that time of year again.
Examinations - but is there any sign of exam fever in my students? Any sign of midnight oil being burnt as they practice their lamentable oral English?
No. I'm afraid they still continue to be absent from class (some on my registers have never appeared); sleep in class; continue conversations in Chinese; or do other "more important" work.
I have only been asked once, as an aside, what the examination is going to be.
So I asked one of my better students about this lack of energy or interest throughout the semester.
"Well this class is not a 'core' class"; we don't have to pass it. It is an optional class. If we fail, it only matters, when we need a very good grade for matriculation"
Failure in a core subject means repeating the course until you do pass it. In fact, there are many what I call "professional students", who I inherited from two years back.
But a failure in my class means that they don't even have to repeat. They can choose another option next year and sleep through that. They will still matriculate, if they pass their core subjects, but not with a "good" grade.
And will this matter in their future lives?
Not if they are a man! But that is another thread: are men and women equal in this society?
