Does anyone know if we will have to interview again next year if we passed the interview this year but were not placed in a school? (SNET)

No, you don't have to be interviewed again. I passed the interview last year but was unable to get over here to Hong Kong until this year. The EMB simply kept my file active for a further 12 months.
It's a good idea to call them from time to time to let them know you are still interested in a position.
