I've noticed that most applications for jobs ask if you have any preexisting medical conditions. I don't, technically, have a medical condition, but I have suffered from mild depression on and off and take a very low does of medication for it. Do I need to disclose this info.?

Nobody gives a toss-it is TEFL.

Put down anything you like-you are a native speaker and you will get the low pay job. You should be interviewing them.

"Disclosing" something that has not been formally medically diagnosed is not wise. Better just to keep quiet.
I get depressed, myself. Sometimes I just pray. Helps me keep perspective. Honestly, I don't think I could live here without faith (I'm Orthodox). You're not as 'abnormal' as you may think!

I alreay have medical insurance and I would never expect the school to cover me for anything related to this, but I just worry if I don't say anything and its discovered, it might be grounds for dismissal?

It's a tradition in Russia not to tell authorities what they don't want to hear.

If you want to keep your school out of the loop, just go to a foreigners' medical clinic and they will fix you up. Expensive but your insurance should cover it.
