The reason is that the limousine companies would have to follow the law if they hired Saudis. And the law says a taxi-driver, whatever his nationality, must work 48 hours a week and be paid a minimum salary of SR1,600

Of course almost no limousine company does this. Instead the driver pays the limousine company for hire of the taxi and then needs to make the money up.

And as nearly all limousine companies belong to minor royals, the law is not enforced.

The second point is true, but I still maintain banning foreign taxi drivers is the way to go. I rather suspect that faced with the prospect of his wife being driven by a fellow Saudi the average Saudi male would suddenly call for changes in the law and pack his wife off to driving school pronto.

Most of these Saudi drivers are not proper taxi drivers. Most of them use their own private cars to earn extra money (black market). Most of them have already a government job, and use the free time in afternoon and evening to work as a taxi drivers, and are not licensed, and the government knows about this, and does not interfere. Others Saudis, hire cars from private companies and use it as a taxi driver to get extra money (e,g King abdulAziz Airport to jeddah or Makkah, etc).

The worst case is during Ramadan and Hajj period, were you will find loads of Saudi and foreign drivers using their private cars (or hired one) to work as a taxi driver (black market), where the price of ticket in Hajj , for one person, reaches SR50 and SR100 (in Makkah, normal one outside Hajj period is SR3 and SR5 ???).

Not likely unless Bebsi and Cleo are actually well connected Mutawas from Qassim.

Where are you anyway, Istanbul? That railway was stopped over a hundred years ago to keep Ibrahim Pasha from coming into KSA, so what�s wrong with your train of thought?
