Couple transport questions:

a) Can one survive without a scooter in Taipei? I hate the idea of getting one, and am fond of trains and buses.

b) What might the cost of renting a car be in Taipei, that is, to take a drive in the country side for a day or two?

c) On a somewhat unrelated note, What are rents for a modest apts in the Old Town area like? Does anyone know?

Buses and trains here are OK. Taxis are inexpensive compared to western prices. I would advise not driving at all in TW as National Geographic puts it, it s a very agressive driving situation here. Sorry I cant site the exact article but from my personal experience I have found it to be true. While some foreigners have the stomach for it, I tend to grumble a lot and keep my driving to a bare minimum, only becasue my spouse bought the car and its more convenient for my family.

I missed question (c) because it didnt come up on my screen. If you are talking about "old Town " Taipei, for a single person, modest apts run from 15,ooo NT and up. You will have to pay a one months rent deposit, and I can almost garauntee you will never see it again. I made improvemnets on 3 apts and never had my deposit returned. It's just the way things are here.

In Taipei, where the MRT is fairly reliable and efficient it is fairly easy to navigate the city. Although you will need comfortable shoes. That being said if your job is not close to home a scooter may be a necessity. Any other city in the country you're screwed without one.

Its not that much, a lot less than renting transportation back home. A group of friends and I rented a 8 seater van for the 10/10 vacation (6 days total) and i think we all had to chip in something like $500-$750NT each. I also have friends who rent a car every other weekend or so to go surfing on the east coast, so it cant be that much.

Sorry, cant help you out there, you'll need a Taipei local for that one.
