Mmmmmm, maybe it refers to dancing? Possibly in the streets? Am not sure because it's not very specific. I believe it is possibly global.

Mickey Stevenson and Marvin Gaye wrote it in the summer of 1964..
Although probably only initially intended to mean simply "dancing" it soon took on a more important meaning.

One month after the release of the song on the 28 Aug, 1964 a riot erupted in Philadelphia, Pennsylvania over police brutality sparking the Columbia Avenue race riots.
The following year in the summer of 1965 in Watts a riot erupted on much the same basis.

the list goes on

every summer...

Hough Riots July 1966, Cleveland, Ohio.

North Omaha riot 5 Jul, 1966, North Omaha, Nebraska.

Newark riots 12 Jul, 1967, Newark, New Jersey.

Plainfield riots 14 Jul, 1967, Plainfield, New Jersey.

12th Street riot 23 Jul, 1967, Detroit, Michigan.

It may not have meant anything other than "dancing" upon release but it soon became a rallying call for the growing civil rights movement....

Now listen to the song again.......is it still about dancing?
