A contract I`m reading specifies a 40,000 yen municipal tax fee to be paid every summer. I know everyone has to pay this. Does the amount sound right for one year of teaching (my first year)? Also, the contract mentions that my income tax on 250,000 yen will be 5% - 8% each month. Is that about right?

There`s a resident tax thread that I was going to respond to, but it`s locked; hence this new thread.

I live in South Tokyo and pay over ¥10000 per month in local tax plus about 5 or 6% income tax.

Your deal sounds normal.

Hmmm, I thought the municipal tax was dependant on your previous year's earnings so I'm not sure how they came up with a specific amount. For the first year you have no previous year so you pay the mimimum (if have lived in Japan the previous year but in a different city the amount from your old residence will be applied). The city taxes have all gone up so don't be surprised if your eventual bill is a lot more.
