I am leaving a job in Jiangsu to work in Zhiejiang. My FEC has not expired. Do I have to apply for a new one or can I keep using the current one until it expires?

Whats the procedure? My RP visa has plenty of time left on it also

This subject has been much discussed in the past, and a search will reveal a lot of pertinent information. The bottom line is that you should return the FEC to your school when you leave.

You can not teach at school B with the FEC issued for your teaching job at school A, and definitely can't use the FEC issued in one province to teach in another province.

Whatever the legal technicalities involved, the entities I have worked for have simply renewed my existing residence permit just prior to its expiration. At that time, they have also obtained a new FEC for me, if required. OP, I wouldn't stress too much about this. If in doubt, ask the FAO at your new school. They can check with their local government office if they haven't already done so.
