What does scooter insurance cover you for exactly?
I've heard varying reports that most foreigners; even if they have insurance, pay out of pocket if they have an accident involving another vehicle so I'm not sure what the point is of having insurance. Unfortunately in order to transfer ownership it seems that they force you to have insurance and the guy I'm buying the scooter from wants to take his name off the ownership (can't say I blame him for that).

It depends on what insurance is purchased. There is a government mandated minimum insurance that you must buy in order to operate your vehicle legally. From what I know, it doesn't cover very much at all. It is possible to buy much higher levels of insurance. However, it is optional and you have to ask for it (and pay for it).

I'm guessing mine is the bare bones legal minimum requirement.
$727NT for a year doesn't sound like it'll cover much to me...

I just got my renewal forms. I asked one of my Chinese staff to explain it to me. There are 2 charges. One for about $1200 which is a basic personal liability insurance. The second one is for the scooter itself which is about another $750.

OK so then if I get into an accident with the scooter it is covered for repairs or is it just a 'throwaway' policy? By this I mean that it is essentially a governmental cash grab with little to no intrinsic worth or effectiveness.

The government mandated minimum insurance won't cover very much. This is known. That's why it's as cheap as it is. I may be incorrect in this, but I seem to recall that the basic insurance is a third party personal injury policy and doesn't pay for repairs to vehicles. It's not a governmental cash grab as the policy money doesn't go to the government, but the basic insurance is not much better than no insurance at all. If insurance is important to you, I'd suggest buying more than the mandatory policy.
