I am not sure it's helpful to use the term iqama on the UAE board. As far as I know both the term and the object are not part of our day to day life. Our residence visas are in our passports.

Secondly, I don't think an employee card is the same as a labour card. An employee card (as referred to by Helenl etc) or ID card is issued by the employer and is the thing to flash to get discounts in shops or to gain access to libraries, but I don't think it has any kind of Ministry of Labour type status.

The reverse of the HCT employment card (at least nowadays) clearly states " this card is issued in lieu of the U.A.E. labour card and is the property of the Higher Colleges of Technology."

Therefore, the HCT employee card is the de facto labour card.

I still have my HCT card. Are they now taking them back when an employee leaves?

They do take the labor card back when you leave Oman.

This is not true of my ID card which was issued by the College and signed by a member of the management team. The reverse has the College name, address, etc. So, it would seem that there is no consistency within the HCT system.

When I left HCT several years back, they made a big deal of taking back my card. Wish I still had it for those hotel discounts!
