EDB guidelines I can't say.
It might be better to consider the school's actual culture. As you will be aware many schools have a discipline officer who's sole task is to conduct a live version of Charles Dickens school days.
One school would punish students by making them copy pages out of the English course books!
Perhaps if you explain what your looking for? Are you considering reporting staff behavior which you consider inappropriate? Or do you need guidelines?
