Hi,
I have been looking for jobs in Argentina for a while and it seems so difficult!
Most want an advanced teaching qualification and US citizenship. I am Irish, and to make things worse I don`t have a teaching certificate. I have 2 years experience though, in Asia and the UAE, and have a degree and MA (English but not tesol)
I am not expecting to make alot money there but I cannot afford to do a voluntary programme/position so I really need a paid job.
Should I forget it? Has anyone else been in a similar position?

You shouldn't have any problems getting a job here without a TEFL.. For a lot of places experience counts more than certificates.. If you're a native English speaker, it shouldn't be hard at all..
Where have you applied? I can tell you that having US citizenship is not a valid requirement to work in language schools.. You should apply in other language institutes in B.A., there are tons here..

There are many many schools here so it's difficult to make blanket statements about whether or not they want TEFL. I interviewed with 6 and every one wanted me to have a cert. I know some people who were frustrated with that response and ended up lying (not something I'm recommending here).
When comparing my cover emails and resumes sent to schools to others here without TEFLs, it seems like I was getting more responses. Also, emphasize that you are staying here for a full year (are you?), many don't want people to only stay for a few months. Work either way is plentiful, it's just slow to finalize a full schedule. I've been here for 6 weeks and all my classes still haven't started yet  |

Yes you can get an ESL job in Argentina, with or without a TEFL.
There is such a high demand for Native English speakers in Argentina that just having that is enough to get hired at an institute. Obviously it's better to have a TEFL cert and some knowledge of teaching English. But many places will want to hire you right up front; an institute wanting to hire you on the spot isn't necessarily suspicious, that's how things are done down here..

My buddy and I are planning on doing the CELTA course this July.
In August, I will return to California and continuing teaching High School, and he was planning on staying for a while and teaching.
IH Belgrano told him to forget it; he won't find work in August.
Is this right? He has a BA (and he will have his CELTA). Is it realistic for him to look for work in August?

August is a tougher time to look for jobs here, but not impossible..
He should just make sure he has enough savings to support himself for some time until he gets some teaching hours..
