Perhaps the name of the centre is actually a Freudian slip. After all, is 'outstanding' here used in the sense of 'phenomenal'/'marvellous'/etc., or does it mean 'unpaid'/'unsettled'/etc.? |

The name is just an archaic translation from Chinese ("shi fan da xue" or "teachers college") into English. Normal schools from the French "cole normale" were developed more than 300 years ago as a model classroom training program. Many universities in the US, such as UCLA and Eastern Michigan University, started out as "normal colleges". At least 50 years ago, their names were changed into "teachers colleges" and universities. In fact, Shanghai Normal is also a comprehensive university now, not just a teachers college. |

Quoting wikipedia:
In 1972, East China Normal University was renamed Shanghai Normal University, when it merged Shanghai Teachers Institute, Shanghai Education Institute, Shanghai Physical Education Institute, and Shanghai in-Service Teachers Institute. In 1978, the four institutes detached and resume their original status'. In July 1980, the University resumed its original name. |
