Exactly, it's not like a foreigner can't use their employer as a guarantor. The guarantor would submit a lot of the docuements needed.
And you think a Japanese person has never skipped out on paying the rent? Must be nice living in your world ! Thinking about buying any real estate? I have some nice land on a swamp , I mean by a lake I can sell you . |

There's more than one way things can go bad for a landlord.
A deadbeat tenant could not pay rent and refuse to leave. I'm not an expert, but I understand it takes a long time to get an eviction order here -- Thus explaining the large shikikin / reikin payments up front.
A deadbeat tenant could not pay rent and bolt. Normally, the security deposit would cover this. But, as noted above, it's not hard to imagine a crappy tenant not paying and using up all (or more) of the security deposit while the landlord takes the time and trouble of going through legal process to get them out.
In the worst of scenarios (at least the kind I used to worry about as a landlord) a deadbeat tenant could bolt to parts unknown leaving the property trashed above and beyond the security deposit and the landlord with no recourse.
*ETA: I forgot. A tenant could also just be a pain in the ass. I've had more than one who broke local land-use and noise ordinances -- pissing the neighbors off and bringing the city down on my head -- but who then wanted to fight with me when I asked them to stop.
Yeah. In my opinion, people play the "racism" card way too quickly. I can easily see how a landlord would not wish to compound any of the problems above with language and cultural issues without necessarily being a "racist." |

It get the impression from the posts that folks are trying to define what is and isn't racism and some are trying to rationalise and justify behaviour that could be deemed racist.

Obviously things have to be taken on a case by case basis however suprise, suprise this news article popped up on Mainichi about a survey taken by hotels regarding their "hospitality" when it comes to foreigners.

I back debitou and the work he does 100%.
I can understand the usual fears of preserving their culture, wanting new immigrants to assimilate properly, speak the language and generally fit in. I don't count this as racism, it's more of a " when in Rome.." attitude.
To ostracise or differentiate some one out of ignorance or fear? Thats just unintelligent and weak. |
