you can find what is available on the Internet, but the information is in Japanese.
It shows the locations and if there is a waiting list or not.

What's the downside? I mean there has to be one otherwise why wouldn't everybody be trying to get in?

A lot of times they are in dilapidated buildings in not so nice areas. That's why the government has these programs to try to infuse some life into them, and hope that the residents maintain them or even fix them up a little bit.

They also tend to be large rabbit warrens of buildings with a lot of families (i.e. noisy), and relatively far from the nearest station.

Here in Japan? Maybe in other cities, but the people I've talked to so far seem to think the buildings are fine. I've seen this housing in New York, L.A., and Chicago......here it's a whole different story.

My husband talked to a guy in his acting class who lives in public housing in Tokyo.....10 minutes to the station.
Some bulidings might be a bit farther. We saw a place in Kichijoji where you need to take a 10 min bus ride to the station.....or ride a bike, no big deal! As for the type of buliding, again, all kinds.....this one was 10 units.
