I believe that both Brian and EOD are both correct and incorrect.
The laws and regulations on Taiwan clearly prohibit any foreigner from having much of any say in their employment situation. Although it seems that Brian may be off on the implementation of the tax codes. EOD is also incorrect in his assertion that no business oriented tourist has ever been refused entry to the R.O.C. I have seen reports from multiple individuals stating that they were refused entry when trying to do business on Taiwan. They however were not teachers and were legitimate business people. They were refused entry so as to hinder their ability to exercise their contractual rights of quality control over and refusal of products manufactured on Taiwan by Taiwanese businesses for overseas customers. Basically they too were being ripped off, no foreigners are exempt from R.O.C. government corruption and coercion on Taiwan.
The point being that there are ample laws on the books to prohibit any and all illegitimate or illegal activities by practically everyone Taiwanese and foreigners included. Luckily for all involved Taiwan is not governed by rule of law. The government of the R.O.C. governs through the use of corruption and coercion choosing to ignore it's own laws and regulations when it sees fit. Particularly in issues regarding foreigners and their most basic civil and human rights.
Until that changes the recommendation to work knowingly and intentionally without R.O.C. government approval remains the most viable option for being successful as a Teacher on Taiwan.

I think that this is true. No matter how well we think we know Taiwan and how things are done, regulations change so often, and implementation of these is so sporadic, that it is difficult to say anything with 100% certainty. Even individual experiences of similar or the same situations can vary considerably.

How so? It would be good if you could elaborate on this, as it is important that the information here is as accurate as possible. |
