I thought Tokyo (it's not a prefecture - what is it? fu? ku? to? ghods know; can't remember offhand) was entirely confined to the kanto plain? It's Saitama, Gunma, Chiba etc that bound it and contain the mountain bits, no?

(Sorry, no real point to this post - just wondering if I'd missed a bit!)

Aspara is right. Tokyo includes places like Ome, Kodaira, Machida, etc.
Maybe the population density is really high in the 23 wards but out in Ome and other parts of western Tokyo it is not.

Tokyo is a "to", which translates into "prefecture" in English as far as I know. Osaka-fu is Osaka prefecture- I don't think we have a separate word in English.

If you think Tokyo has no mountains you need to take the Chuo Line out a bit further to Takao, Ome or Okutama- well known for their hiking and still inside the borders of Tokyo. There are even villages out there it gets so rural.
