Does anyone know when the hiring process generally begins for teachers for the September term in China?

Universities will begin the process in about April - May or so once they know if they are keeping or kicking out their current term teachers. They'll know their needs about then.

I cannot speak as to the mills.

mills hire year round whenever they need more people

The university where I work at usually starts looking just around the May holidays
