any organization that has @hotmail.com as a return email is highly suspect. Avoid giving any info that might be used for identity theft at all costs. Certainly, send NO money.

And why does any employer need to know your next of kin BEFORE you are hired?

This just smells, proceed with caution.

This is certainly suspicious looking. If I had decent credentials, I would stick to the known recruiters... avoid anything that presents this many questions.

I would not touch this with a ten foot pole. It's got scam written all over it. First of all, it's from Russia. That's reason enough. Second, the very idea that's a government ministry would have a Hotmail email address is ridiculous.
