I'm sorry, and I know this is only tangentially tied to the OP's query. But I really have to point out- Chancellor, you're taking a tangent in order to make a comment on welfare benefits in the states. You're entitled to your opinions, of course, but this just isn't the place.
No, I was directly responding to another poster's question: "how would a mexican with no relevant qualifications and 2 kids wanting free accomodation health care and schooling and flights and good pay fare in USA?" I intentionally used one of those smiley face things for people like you who on some days seem to not have a sense of humor.

Could be because I'm feeling grinchy. Still don't see what opinions about welfare have to do with this thread, but don't care to fight about it.

To the original poster - the UAE is probably one of the hardest countries to get into in terms of qualifications. I occasionally see positions advertised in Dubai that would accept a B.A. and TEFL qual. Most of the jobs seem to be in Abu Dhabi, though.

One place in the Middle East that would take someone with a B.A. and TEFL cert is Saudi Arabia. Many advertisements are for men only, but a good number are looking for women too - usually for placement in women's colleges.

However, I have no idea how being a single mother would factor into a visa/employment nor how you would feel about the culture.
