If this is true, and if the news has filtered down to all responsible for issuing visas, that it great news!

These already exist, don't they? What I'd love to see is the abolition of the exit-reentry visa requirement. But I don't think that's going to happen in the near future. |

These things die hard. The issue now will be companies that still insist on a LONO even though they are no longer required. |

From the 28th October you may transfer from one private employer to another if you have completed a year of service in an unspecified term contract, a specified term contract, or your current sponsor can no longer employ you. The current sponsor cannot refuse the transfer under those circumstances.
I don't know whether or when this will apply to government-government transfers or to private-government or government private transfers.
Things are however at long last, moving in the right direction. |

A pretty sloppy article that scot47 links to. The fact that the person who asks for advice has broken his contract is not mentioned.
The Saudi government clearly stated that employers could not prevent those who had completed their contract from signing up for another employer, unless their was the question of passing on commercial secrets. Unfortunately the actual situation is a mess.
As the lawyer points out in the Arab News article the employer can/could hold somebody for one or three years. However the embassies insist on an NOC for the last two years. |

I think that depends on the Embassy/Consulate. I was not asked for one in Istanbul - although the employer asked me for one. Many employers still routinely ask for the NOC - including employers in the state sector. |

The fine folks in the embassy in D.C. still ask for the letter. |

You need a Sponsor for virtually everything you do here...To get a car you need his approval, to get a flat you need his approval, to get married you need his approval..soon to go to the toilet you'll need a kafil. |

Come on, now let's be fair...it'll probably be a permit letter stamped by the Chamber of Commerce! |

This is one of the many reasons why I love being on the 90 day govt visa which can renewed in country twice by the way... So technically you can stay for 270 days without leaving.
Also, we had 2 weeks vacation and our university would not give the direct hires (on the igama) permission to leave the country so they had to stay in country. All of the Edex teachers were allowed to leave as long as we renewed our visa in whatever country we were travelling too. We were in Jordan got our visa done in 4 hours and never paid a penny.
We don't need any letters to change jobs or permission to leave the country at any point. Can do a runner if we are really unhappy.
Can rent a car (We have rented on a monthly basis), send money home through telemoney, rent an apartment through Edex if we wish (although they are putting us up in a nice hotel suite), get free medical attention at a good hospital in Buraidah (organised by Edex and Qassim univerity I guess).
For those of you who say that the govt work visa is not a way to live in Saudi I would disagree. I prefer having freedom than being ruled over by my sponsor/employee...
The government knows exactly why we are here, so do all the other authorities in our city. Even the local prince is aware and CID. I know you can say we are here illegally but within this system they have allowed this visa for this purpose and I think most of the jobs are going to go this way.... |

I sincerely hope not. It's great your job satisfaction is high, but I was brought over by the recruiter/private contractor system as well, and none of the scenarios with which you're content appeal to me.
These letters, I was told, are/were greatly a British matter as they've not been required of US workers for a few years. |

Then you may have been told incorrectly. afaik NOCs are required by the Washington embassy, and indeed by most if not all Saudi embassies.
lizzie,
It's great that things seem to be working out for you. However, I for one would still never go to KSA on a 'visit visa' (or whatever it's called). Your experiences may be (thus far) positive but those of many others in a similar visa situation certainly are not.
I can still only repeat the advice of our Caledonian colleague: Only come to KSA on a proper working visa, and choose your masters very carefully. |
