i've yet to meet a US citizen in libya. mind you, that's not say they can't come or work there. perhaps media reports aren't exactly encouraging americans to go there. who knows.
in regard to efl 'gigging', canadians and brits seem most prominent. also, trainees/students are seldom interested in international exams such as TOEFL or GMAT for example, for good reason since few are interested in going to the states, so PET, KET and IELTS are the ones they tend to go for ... thus the demand for brits.
