I'd strongly suggest contacting the general union or the labor standards office just to inquire about the tactics used, and if there is any way aside from court to get around them.

I mean, other than talking directly to the BOE, too.

If anyone does the above, I would hope they'd come back here and report, even if the news is negative.

I heard (there was a link somewhere that I had) that Japanese staff (at kyodai) got hit by something like this. They kept getting 364 day contracts, but then the university got into trouble about it and so they got 365 day contracts and then fired at the end of their 3 years.

I'll add that the Osaka city board of education continues to use haken employees.

I'm not sure about direct hires increasing. A lot of places don't want to hire foreign English teachers permanently (even if they had a teaching license), so they have contract limits. A lot of direct hire jobs are actually posted at Hello Work.
