With an exam based course like Math, you either know the material or you don't, and often the course grade is based on the exam entirely and reflects that idea. There's really no other way to do it.

However with something like say...Phys Ed, attendance and performance are usually both factored in. The very essence of the course is that it is largely a participation course, existing to get people practice in something they otherwise may not ever partake in, not so much as a flat evaluation of skills or ability like a mathematics course. In my humble opinion, oral English in a Chinese university is more akin to the latter, but I certainly don't expect that opinion to be universally agreed upon, and that could very much vary depending on the expectations of the school itself.

I used to do something like this. Thank god I was never forced to stick them into the bell curve.

25% - Participation

25%x2 - Tests

25% - Final oral assessment

Is it OK to mark based upon attendence and ethic and hard work? I ask because a few guys in my classes always turn up, always try their hardest, always throw themselves into games, willing to volunteer, prepared to take on some positions even if they lose face, just so everyone can laugh etc.

Whilst I have other students who turn up half the time but have superior English. If I were to grade based on ability the latter, 'can't be bothered' half would have a much higher grade.

Most likely you will have to weight a percentage to performance/attendance and a percentage to the final exam. If your students don't show up half the time, their performance mark should reflect that. If their English is that superior, then their final exam grade should offset their weak performance in your class.
