Page 1 only (pretty damning stuff, so don't want to publish names: get this: ONLY 24 FT'S ON THE LIST!!!) You deserve to know this is around. I do wonder what/how we ft's are going to do with this new affair...

The Circular of Decision about the Unlawful Behavior of 24 Foreigners Employed by Cultural and Educational Units
To: Bureau of Foreign Experts Affairs of each province, autonomous region, municipality and Xinjiang Production and Construction Corps
Recently, unlawful behaviors of foreign experts of culture and education have occurred in our country. 24 foreigners including Yang Xu have been proved to be involved in such unlawful behaviors.
According to The Circular Administration of Unlawful Behaviors of Foreign Experts of Culture and Education (Issued: BFEAO No.[2010]102) and other regulations, all the employment units have terminated the employment relationship with the 24 cultural and educational foreigners; every local BFEA has cancelled their foreign expert certificate and asked the public security sectors to cancel their residence permit in China. In addition, the administration system of foreign experts� working identification papers in China has started, which provides the information warning and limited examination and approval about the unlawful foreign employees. Each BFEA should check stringently. The above mentioned unlawful foreigners shall not be employed in China as cultural and educational experts in the following three years from today the circular issued.

I think that a lot of people would be more interesed in "what's coming along" if you could share the entire communique. I am sure that those on the list wouldn't mind their names being shown since it may affect not just those on the list but also those working for the schools.
Perhaps you could just post the first name and the last initial. Perhaps you could post the name of the schools where the banishment originated. |

wow. never noticed that employers. It's about foreign devils like me and you, employees.
ok, so believe me i meant this to make sense: it's a 2 page office document circulating from the big fao to every single affiliated uni or whatever kind of school. any school that gives a "foreign expert" card and uses their contract . (that's in the first few sentences, I think.) I didn't change a thing. Just copied and pasted it from their document to Dave's Forum.
so i had it translated, but this ccame from the city of shijiazhuang hebei province foreign affairs office chief, Mr. Ma. I had complained to him about SAFEA/ foreign experts violations and chinese labor law violations against me at Shijiahuang Univ. of Economics. His office replied to me with the blacklist, page 1 translated. My translation of p 1 is lousy, but says the same thing. Now page 2 is not translated yet (it's Dragon Boat, yeah? Nobody's doing anything), just the headings I mentioned. No, I won't print people's names. That's Nazi stuff...in my opinion. Naming names. But when I get it translated I'll post it somehow. maybe with the employers names, not the ft's names. OK?
Oh: so what is coming down is that there's a witch hunt. Or, if that's too paranoid sounding it's a closer scrutiny of the foreign devils. And perhaps it's mostly in this city where tienamen sq protesters were re educated, maybe it's general. Though seems to me that it's so unfair...I've known so many heavy drinking hard rockin teachers and they're not on the list. Other qualities are disliked..hence the name "witch hunt."
I'll take a risk here: one of my students is Tibetan. One in the whole city, probably. I'd been in Nepal for a long time, so knew she was, by her looks and name. I spoke to her in Nepali and asked her if she were Tibetan. She said, No, I'm Chinese." "Han Chinese?" I said. "Yes. Han Chinese. We've been in Lhasa 11 years." Now after 2 weeks she relaxed, told me she was Tibetan, and lately that she's a Buddhist. I've been a bit distant, though, kind of teacherish like I am with everyone in the class.s
Recently, though, she switched back to "Huh?" She and her friends were going to eat out. I said, "Oh, are you going to eat thupa?" That's a very common Tibetan soup. She said, "What? I don't know what you're talking about." So I named another few foods, and to each she said, I don't know anything about this Tibetan stuff. This little anecdote is about fear...If we're all so free and easy, why all her dodges? If the prc has religious freedom, why is she afraid to admit anything about her heritage?
And in an ft's case, mine, maybe they don't like my religious leanings too? Anyhoo, write again if you need more explanations. Cube |

Doesn't make sense, and I don't believe such an "official" document exists.
Something produced locally (either provincially, or at city/town level) in the name of SAFEA maybe, for their own ulterior motives, but not a pukka genuine SAFEA document.
I have been here 15 years, and this so-called blacklist has often been muted, but I am assured that there is, and never has been any such "official" document or list produced by SAFEA which has been distributed across China. This assurance comes from long-standing, trusted friends both within SAFEA and the Exit/Entry bureau of Beijing PSB. |

You're wrong, Mike. It does exist.
Search on the Chinese version of the SAFEA website. It is there.
I'm pretty sure I downloaded a copy of that page so I should be able to find the link when I get home this evening. |
