I'm not sure the watchmen do much sleeping on duty; more than their job is worth. They get paid for watching, not accosting, satellite dish thieves, and watching is what they do, like waiters get paid for waiting. We had a janitor, or mopman, who was paid for mopping, and that's what he did; he mopped the floors with very dirty water. And if the dirty water ran out, he'd just continue with the dirty mop. If you can be seen to be doing your job, you get paid for seeming to do it. Bit like teaching really.
