I signed a contract to start at a university next semester but I got a call later saying that the school would not be able to get legal working documents for me.
When I asked about this, I could not get an answer that I understood. It sounded like the issue was that I am in China now, and I will not be going back to my home country in between contracts. I was also told that this had something to do with the different rules between provinces and there were recent rule changes that make it impossible for me to get a work visa.
Im completely confused. I currently have a visa and residence permit but it would be better if I was in my home country and got a visa there? Right now, I am in Liaoning, the new school is in Jiangsu province. |

From what you have said, I can see no legal barrier to you obtaining a RP at your new school. I assume that you are about to complete on contract at the end of this semester then move. All you need to do is send your new school the leaving letter from your current employer. The only issues you should face is that you have either breached a current contract and, thus, have no leaving letter or for some reason your current employers refuse to give it. |

It's true that you cannot obtain a work visa while in China. You already have a work visa/residence permit, so you do not need to get a new one. Your work visa will just need to be switched to your new employer.
Each province's regulations slightly differ from one another. I'm not sure what the whole process is but I'm pretty sure that you do not need to get a new work visa (unless it has expired). |

thats what i thought until i talked to them on the phone. it sounded like the guy was telling me the truth. it would have been much easier for him to just say they found someone else. |

I absolutely cannot get my head around the reason for needing a new work visa. The only thing that springs to mind is you are in one of those places that manages to a get a RP on a 'L' or 'F' visa but the new province will not accept that situation.
If you have a current, active RP and a 'Z' visa, you should be OK providing you meet all the necessary criteria required for renewing the RP. It is not normal to require a new working visa to move from one teaching job to another. |

| Sounds like the FAO is completely clueless, ask them to send you a new invitation letter and go to Hong Kong to get a new Z visa. Before issuing you a new Z visa they will cancel your current residence permit. |

Your new school just needs to transfer your old FEC. Takes like three days.
No visa runs necessary. You are getting bogus information. |

This is a condition that did come up during the Olympics when Beijing was refusing to issue work visas or transfer FEBs if the applicant was in-country and instead demanded that the applicant do so from their native country. Some were able to sidestep this by getting an invitation letter which specified HK, but it was difficult to do so. Try another school to test their sincerity or continue to dialogue with the FAO and perhaps they can find a way around ti.. unless they are pulling your leg. |

| I'm in Jiangsu as well. My FAO is sending me home for Christmas to get my Z visa. He says it is because the rules changed, this wasn't necessary in the past. |

| Perhaps this information is valid as I have just run into a FT that has experienced the same situation in Jiangsu. |
