Before someone jumps in and mentions washing passports, no need for a NOC etc. I've got a simple question. If one leaves the Kingdom and the employer won't give a NOC, how long does one have to stay out before the requirement (if indeed there is one) lapses? 1 year or longer? |

This is one of those questions to which it's very hard to give a definitive answer.
It seems that requirements as to the number of years you're supposed to be out of the Kingdom sans NOC vary from embassy to embassy, or even from official to official. In other words, you might talk to one guy at the embassy who tells you that you only need to be away for one year, then you phone the next day and someone tells you, no, it's 3 years. Or perhaps - if you're lucky - that you don't even need a NOC at all!
There don't seem to be any established, written rules on any of this, which makes it pretty typical of most rules and regulations in KSA. |

Honestly, it all depends on your new employer. If they want then they will get you inside the magicdom!!!! |

There are three answers all of which are correct.
1. No need for NOC
2. 12 months
3. 24 months

It is clear from the comments below a recent report in the "Arab News",
that many expats, working in a variety of fields in the K.S.A.,
would welcome clarification - and much more besides -
on the Final Exit visa rules and the possibility of them being implemented...
"DAMMAM: Legal experts will be watching closely a case in Jubail in which an expatriate worker
leaving the Kingdom for good
discovered his former employer had skirted a new Saudi labor law
by giving him an exit/re-entry visa instead of a final exit visa.
The difference may, to the untrained eye, seem inconsequential.
However, according to the new Saudi law, an exit/re-entry visa
instead of the required final exit visa will block an expatriate worker
from returning to the Kingdom on a new employment visa..."
