I dealt with Horizon for a while. I spoke with 2 consultants on Skype and they both were nice people with a good sense of humor to boot. They offered me several jobs, none of which I accepted due to my mother recently passing away, so I cannot give you any information about actually getting a job from them, but they did seem pretty good to deal with.

NetorkESL also seemed ok, they do try to jam you into a job (that is their objective i guess) but its not in a real forceful way. They are very active in helping you contact the school and they follow up promptly after the school gives you a yes.
